In March 2026, the Ministry of Industry and Information Technology, National Development and Reform Commission, State-owned Assets Supervision and Administration Commission, and National Energy Administration jointly issued the “Energy-Saving Equipment High-Quality Development Implementation Plan (2026-2028),” focusing on six categories of energy-saving equipment including motors, transformers, and industrial heat pumps, aiming to achieve internationally leading energy efficiency levels for motors and transformers by 2028.
The Plan calls for accelerated R&D upgrades of basic materials and core components for ultra-high-efficiency and wide-range high-efficiency motors, and faster promotion of high-efficiency energy-saving asynchronous motors, wide-range permanent magnet motors, and direct-drive motors. For specific operating conditions such as ultra-low speed, ultra-high speed, and frequent variable loads, the development of highly adaptable and well-matched energy-saving motors is required.
Policy targets set that by 2028, newly added energy-saving motors, fans, pumps, and compressors will account for 35% each, while in-service energy-saving motors, fans, pumps, and compressors will exceed 15%. Industry analysts believe that as policy dividends continue, companies with high-efficiency motor R&D capabilities will enjoy broader market opportunities.
